Put the vodka and cointreau in a shaker. Squeeze the lemon juice into the shaker as well. Put a good amount of ice in the shaker, close and shake. You should shake until you feel the liquid get cold. (This drink is not very tasty unless ice cold). Moisten the rim of the cocktail glass and then dip the rim in the sugar. Pour the liquid in the shaker through a strainer into the glass. Garnish with lemon zest for a decorative touch.
